The increased use of working dogs has allowed many Americans with disabilities function more safely and helped the military and law enforcement agencies perform their duties more effectively. However, very few laws provide clear guidance to breeders, handlers and owners on usage of these animals. This note discusses how federal statutory and regulatory silence has had many negative side effects and pushes for a more centralized framework.
